1.    Introduction

About Global Health EDCTP3 Joint Undertaking

The Global Health European & Developing Countries Clinical Trials Partnership 3 Joint Undertaking (Global Health EDCTP3 JU) is a partnership between the European Union and the EDCTP Association, uniting over 40 African and European countries.

The JU tackles global health challenges in sub-Saharan Africa through supporting collaborative research and innovation activities to develop new medicines, vaccines and diagnostics that can save lives across sub-Saharan Africa and around the world. 

The JU supports all phases of clinical evaluation (phases I-IV), with a particular emphasis on late-stage product development. It also supports research capacity development, networking activities, and contributes to strengthening global health security.

Global Health EDCTP3 JU is established until 31 December 2031 and is located in Brussels, Belgium.

About Circular Bio-based Europe Joint Undertaking

The Circular Bio-based Europe Joint Undertaking (CBE JU), a €2 billion partnership between the European Union and the Bio-based Industries Consortium (BIC), funds projects advancing competitive circular bio-based industries in Europe.

The role of CBE JU is to bring together various actors from bio-based industries, ranging from farmers to scientists, to solve the technological, regulatory and market challenges of the sector. Its public-private funding scheme boosts innovation and market deployment and paves the way for future investments.

2.    Traineeship programme

The programme gives trainees an understanding of the Joint Undertakings and their role within the activities of the European Union, as well as enables them to acquire practical knowledge and professional experience in the field of each JU. 

The trainee will have an opportunity to:

  • Work in a diverse, multi-cultural, and multi-linguistic environment, contributing to the development of mutual understanding, trust and tolerance.
  • Put into practice knowledge acquired during their studies, particularly in their specific areas of competence.
  • Experience the professional life and its constraints, duties and opportunities.
  • Acquire practical experience and knowledge of the day-to-day work of an EU organisation.

3.    Job description

Global Health EDCTP3 and Circular Bio-based Europe Joint Undertakings are organising a call for expressions of interest with a view to recruiting and establishing a reserve list of trainees, with different Communications and/or Project Management profiles. The aim of this traineeship is to assist with standard tasks of the JUs services and contribute to the completion of punctual projects and to offer development opportunities for talented individuals.

3.1    Tasks

With the guidance of a supervisor, the trainees will work with colleagues in the following areas that support institutional objectives. 

The Communications trainees (1 person for Global Health EDCTP3 JU, and 1 person for CBE JU)

The Communications trainee will assist in organising events and exhibitions, draft written and visual communication materials such as press releases, articles, website and social media content, and support the implementation of campaigns. He/she will also update internal and external JUs websites, contribute to stakeholder and media relations, carry out media monitoring, assist with the collection of JU-funded project outputs, help coordinate work with suppliers, and support the drafting of summaries, notes, and minutes.

 

The Project Officer trainee (1 person for Global Health EDCTP3 JU)

The Project Officer trainee will assist in the monitoring and follow-up of ongoing projects, support the preparation and evaluation of project proposals, and help draft technical and administrative reports. He/she will also contribute to organizing project meetings and workshops, maintain project documentation and databases, assist with the preparation of presentations and background materials, support data collection and analysis, and assist in drafting summaries, notes, and minutes.

 

The successful candidates may be required to undertake other tasks and activities in the interest of the service.

 

3.2    Learning outcomes

From this experience the trainee will gain ability to work effectively in a multinational/multicultural and complex environment; accuracy and attention to detail; very good organisational and communication skills; report preparation and writing skills; web-tool/database management skills; time management.

  

4.    Eligibility criteria

Candidates will be considered for the selection phase on the basis of the following requirements, to be fulfilled by the closing date for applications and maintained throughout the selection procedure and appointment:

 4.1    Nationality

·         Be a national of a member state of the European Union or of a country member of the EDCTP Association and participating in the Global Health EDCTP3 programme[1];

 

4.2    Education and professional experience

·       Have a level of education which corresponds to completed university studies of at least three (3) years attested by a diploma[2] or on-going post-university studies;

 4.3    Languages

·       Have a thorough knowledge of one of the official EU languages[3] and a satisfactory knowledge (at least B2 level) of another of these languages to the extent necessary for the performance of their duties (candidates are invited to specify in their CV possible language certificates they have obtained, which can demonstrate their language skills).

4.4    Prior experience

·       Have not previously undertaken for more than six (6) weeks a paid or unpaid traineeship or any kind of employment in another EU institution, Agency, or body.

Candidates should clearly specify each criterion (nationality, diploma, and languages) in their application. Failure to comply with any of the eligibility criteria or failure to mention them in the applicant’s application will result in the disqualification of the applicant.

  

5.    Selection criteria

Eligible candidates will be considered for the selection phase on the basis of the following criteria, to be fulfilled by the closing date of applications:

 5.1    Essential qualifications

For both profiles

·       A very good command of oral and written English (at least C1 level)

For Communications profile:

·       University degree or master’s with a specialisation in Communications, Journalism, Arts, Public Relations, Marketing or related subjects;

 

For Project Management profile:

·       University degree or master’s in biomedical sciences, epidemiology, public health;

·       Hands on experience in project management

 

5.2    Advantageous criteria

For both profiles

·       Proficiency in MS Office in particular, Word processing, Excel spreadsheets, Outlook, PowerPoint;

 

For Communications profiles only:

·       Knowledge of digital communications tools (such as LinkedIn, X, YouTube, etc.) and knowledge graphic design applications (such as Canva, Adobe Photoshop, Adobe Illustrator, Adobe Premiere, Adobe InDesign, etc.);

 

For Project Management profile only:

·       Knowledge of project management tools.

 

 

5.3    Behavioural competences

For both profiles

·       Ability to manage priorities and multi-task;

·       Attention to detail;

·       Customer service-oriented approach;

·       Interpersonal and collaboration skills: ability to listen and create goodwill, work in a team.

  6.   Application procedure 

·       For applications to be valid, candidates must submit an online application ( only acceptable means)

·       Candidates are requested to ensure that they provide in their application form the correct e-mail address as this will be the main channel of communication for correspondence relating to the selection procedure.

·       It is the responsibility of the candidates to complete the online applications before the submission deadline stated in the call for applications

7.    Selection and appointment procedure

7.1    Screening of applications

Upon receipt of the submitted applications, the eligibility check of candidates is carried out by Human Resources based on the eligibility criteria.

The joint selection committee will assess applications against the selection criteria and shortlist a number of candidates that meet the requirements.

 After applications are screened, the joint selection committee, based on the call for applications and on elements of the application, will draw up a shortlist of candidates to be invited for an interview which will be held remotely. The candidates not invited to the assessment will be informed that they were not selected.

 The assessment evaluates the following:

·     The candidate’s motivation and understanding of the position.

·     The candidate’s skills with reference to the job description.

·     The candidate’s general aptitudes and language abilities as necessary for the performance of their duties.

 The assessment will be conducted in English.

  7.2    Appointment and reserve list

The Executive Directors of Global Health EDCTP3 and CBE Joint Undertakings, who are the Appointing Authority, will select the trainee who most closely meets the requirement of the specific profile. A binding commitment can only be made after the verification of all conditions and will take the form of a traineeship agreement signed by the Executive Directors of Global Health EDCTP3 and CBE Joint Undertakings.

  8.    Conditions of employment

Admission to a traineeship does not confer on trainees the status of temporary agents or other servants of the European Union nor does it entail any right or priority with regard to future engagement in the JU. Trainees cannot benefit from any privileges and immunities granted by the host country to temporary agents or other servants of the Global Health EDCTP3/CBE JU.

The traineeship is offered for a 6-month period with the option for extension for a period up to six (6) months[4], upon justification by the Head of Administration and Finance Unit and budget availability.

Brussels is the default place of recruitment. 

 

8.1    Remuneration

The grant shall amount to 25% of the monthly basic salary of an official in grade AD 5, step 1 (EUR 1.493,36 per month[5]).

Grants paid to trainees are not subject to the special tax regulations applying to officials and other servants of the European Union. Trainees themselves are solely responsible for the payment of any taxes due to the Global Health EDCTP3/CBE JU’s grant by virtue of the laws in force in the State concerned.

8.2    Travel allowance

Trainees are entitled to a reimbursement of travel expenses incurred:

·       At the beginning of the traineeship: from the place of recruitment to the place of traineeship;

·       At the end of the traineeship: from the place of the traineeship to the place of recruitment.

 

8.3    Health and accident insurance

Health and accident insurance is mandatory. Trainees shall be responsible for organising their own insurance against accident along with health cover and any insurance required for family members for the duration of the traineeship. Trainees should submit to the JUs a copy of the insurance concluded within maximum two (2) weeks from the start of the traineeship.

 

 9.    Independence and declaration of interest

The successful candidate will be required to make a declaration of their commitment to act independently in the public interest and to make a declaration in relation to interests that might be considered prejudicial to his/her independence.
